The research aims to identify effective methods for the utilization of tourist resources that simultaneously support environmental sustainability and socio-economic advancement. A mixed-method approach was employed, combining quantitative data from surveys conducted with local tourism stakeholders—such as business owners, tourists, and municipal officials—with qualitative insights drawn from interviews and focus group discussions. Additionally, secondary data from official statistics and regional tourism strategies were analyzed to support the findings. Results reveal that although Samarkand is rich in cultural and historical assets, sustainable tourism efforts face several challenges, including infrastructure limitations, insufficient digital integration, and fluctuations in seasonal demand. Nonetheless, the study highlights successful practices such as community-based tourism models, eco-tourism routes, and strategic public-private partnerships that contribute to greater sustainability and inclusivity. The research offers a theoretical contribution by proposing a region-specific framework that aligns economic development with the preservation of cultural heritage, particularly within the unique socio-political context of a post-Soviet Central Asian setting. Practical implications point toward the need for improved digital infrastructure, targeted capacity-building initiatives for local actors, and financial incentives for projects aligned with sustainable tourism goals. Limitations of the study include a relatively small sample size and a focus confined to one geographic region, which may limit the broader applicability of the findings. Future research is encouraged to expand this analysis across multiple regions and include longitudinal data to observe evolving trends in sustainable tourism development.
2025-04-14T07:30:41+00:00 Copyright (c) 2025 Nargiza Abduvakhidova https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/884 Sustainable Development of Higher Education Institutions: Principles and Mechanisms 2025-04-14T18:24:55+00:00 Olim Mamayunusovich Pardaev innovascience1@gmail.com
The sustainable development of higher education institutions (HEIs) is essential for fostering long-term academic, social, and environmental impact. This article explores how national certification and quality assurance systems act as catalysts for systemic innovation, drawing upon Rogers of Innovations (DOI) theory. Through a qualitative multi-case study of three national certification schemes—VisitScotland Quality Assurance (QA), New Zealand Qualmark (QM), and Iceland's Vakinn—the research examines the impact of innovation attributes such as relative advantage, compatibility, complexity, trialability, and observability on the diffusion process. The findings suggest that relative advantage and compatibility are the most influential drivers for adoption, while complexity and observability play moderate roles, and trialability remains limited. Certifications, although intended to promote standardization and safety, can both facilitate and hinder innovation depending on their design, focus, and adaptability to specific tourism sub-sectors. The study reveals the nuanced dynamics between innovation and standardization, highlighting the importance of aligning certification systems with the unique needs of experience-based tourism. The article concludes with recommendations for developing more flexible and inclusive certification frameworks that promote innovation without compromising authenticity or sustainability. As the country positions itself as a growing tourism destination, analyzing the development and efficiency of private sector participation becomes increasingly significant. While tourism’s contribution to Uzbekistan’s economy is recognized, there is limited empirical research that evaluates the regional disparities, investment dynamics, and socio-economic outcomes of entrepreneurial activity within this sector. Existing studies often lack integrated approaches combining spatial, statistical, and policy perspectives. This research applies SWOT analysis, comparative evaluation, and statistical analysis to assess the pace and impact of entrepreneurial development in Uzbekistan’s tourism sector. Key indicators include the number of active tourism entities, investment volumes, private sector participation, and job creation. The study reveals significant growth in tourism entrepreneurship, driven by increased private sector engagement and investment activity. However, regional imbalances persist certain areas show high levels of entrepreneurship, while others lag behind due to infrastructural and institutional limitations. Factors such as limited access to finance, bureaucratic obstacles, and skills shortages were identified as key barriers. The article emphasizes the need for targeted regional policies to reduce territorial inequality and stimulate balanced tourism growth. Policy recommendations include improving access to credit, enhancing human capital, and creating favorable investment conditions. Strengthening tourism entrepreneurship can significantly contribute to Uzbekistan’s socio-economic development and help achieve long-term sustainability in the tourism industry.
2025-05-17T16:41:18+00:00 Copyright (c) 2025 Mardonova Dilafruz Kosimovna https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/922 Implementation of State Programs for the Development of the Tourism Industry in Uzbekistan 2025-05-18T06:24:21+00:00 Tatiana Valeryevna Kim Tatyana.kim2229@gmail.com Iparkhon Yusupova Farhod qizi iparkhon123@gmail.com
This study explores the practises of implementing the state programmes addressing the development of Uzbekistan’s tourism sector as a strategic part of the economic development of the country. Notwithstanding significant reformation in the forms of: infrastructure modernization; visa-free regime and formation of a tourism cluster—a major knowledge vacuum exists in terms of assessing the actual status versus the expected levels. Through qualitative analysis of government policies, quantitative data and case study of reforms, the paper examines the effectiveness of these reforms. Findings indicate advancement in institutional support; tourist inflow; and incentive for entrepreneurships; however, the position identifies the lack of progress in realising vital objectives especially because of the COVID-19 pandemic. The development of tourism clusters, such as “Bukhara Desert Oasis & Spa”, is an example of successful joined development, which will increase the level of local employment and investment. Results emphasise the necessity for continued policy flexibility and increased intersectoral cooperation. According to the study, although the tourism strategy has established a solid ground in Uzbekistan, there is critical need to fill in the gap between policy design and the realisation of outcome for achieving a long-term regional competitiveness and diversification of the economy.
2025-05-18T06:20:22+00:00 Copyright (c) 2025 Tatiana Valeryevna Kim, Iparkhon Yusupova Farhod qizi https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/923 The Role of Digital, Financial, and Institutional Innovation in Modernising Tourism Services in Samarkand 2025-06-01T02:23:19+00:00 Shokirov Firdavs firdavs.shokirov@univ-silkroad.uz
This study examines the influence of innovative strategies on the quality and efficiency of service provided by tourism enterprises in Samarkand, Uzbekistan. As global tourism continues to expand, ensuring consistent and measurable service quality has become a priority for stakeholders across the industry. Despite widespread acknowledgment of service quality’s importance, there remains a lack of standardized criteria and comprehensive models that integrate both customer-centric and enterprise-level perspectives in assessing tourism services. Many studies emphasize either customer satisfaction or operational efficiency, often neglecting the interplay between qualitative and quantitative indicators. This study employs a comparative analysis of existing methodologies used to evaluate service quality in tourism, incorporating both quantitative tools (e.g., SERVQUAL, performance metrics) and qualitative techniques (e.g., interviews, satisfaction surveys). The research focuses on identifying relevant indicators, structural elements, and stages of service quality assessment. The analysis reveals that an effective evaluation framework must balance objective service performance measures with subjective customer experience insights. Key indicators include responsiveness, reliability, tangibles, empathy, and assurance. Moreover, the study identifies essential stages in the assessment process: criteria selection, data collection, customer feedback analysis, and implementation of service improvements. Tourism enterprises must adopt a multidimensional approach to quality assessment, integrating both internal performance standards and external customer evaluations. This ensures enhanced service delivery, greater customer loyalty, and sustained competitiveness. The findings provide a basis for developing standardized quality evaluation models tailored to the needs of modern tourism businesses.
2025-05-20T01:13:51+00:00 Copyright (c) 2025 Kamolova Mokhinur Iskandarovna https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/925 Development of Services in Modern Urban Areas 2025-06-01T02:22:40+00:00 Ismailov Najmiddin Ilxamovich najmiddin2004@rambler.ru
The rapid evolution of urban service systems in the 21st century reflects broader transformations in infrastructure, governance, and technology. While smart cities promise enhanced efficiency and sustainability, significant disparities persist in how services are distributed and governed across global urban landscapes. Existing literature often emphasizes technological advancement but insufficiently addresses the political and spatial dynamics shaping service provision. This study addresses this knowledge gap by employing a qualitative, inquiry-based methodology informed by discourse analysis, documentary review, and secondary case illustrations from cities such as Amsterdam, Singapore, and London. Using interpretivist and urban political ecology frameworks, the research explores how discourses of smart urbanism and infrastructural splintering influence the development and accessibility of public services. The findings reveal that modern urban services are increasingly structured around premium networked spaces, privileging corporate and elite users while peripheral communities remain underserved. Participatory and adaptive models, such as Amsterdam’s incremental co-creation practices, demonstrate more inclusive pathways for urban innovation. However, a lack of comprehensive evaluation frameworks and the persistence of legacy infrastructure limit systemic transformation. The study concludes that equitable and sustainable service delivery requires a paradigm shift—one that aligns technological deployment with social justice, environmental stewardship, and democratic governance. These findings have implications for urban planners, policymakers, and civic institutions aiming to redesign urban services in the digital age. Future research should further investigate the long-term impacts of smart service models and develop robust tools for evaluating equity and resilience in urban service systems.
2025-05-21T17:08:06+00:00 Copyright (c) 2025 Ismailov Najmiddin Ilxamovich https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/926 A Review of TM Positioning Marketing Strategy as The Market Leader of Telecommunication Industry in Malaysia 2025-06-01T02:22:21+00:00 Laith Ali Zgair Gharan laith.zgeir@atu.edu.iq Oday Lateef Mahmood oday.mahmood@atu.edu.iq Baraa Shaalan Amir braaashaalan@atu.edu.iq
This paper presents a comprehensive review of the marketing positioning strategy of Telekom Malaysia (TM), the longest-established and most dominant telecommunications company in Malaysia. Since its inception in 1946, TM has evolved into the market leader in fixed-line and broadband services, positioning itself as a pioneer in technological innovation and customer-centric service delivery. The study aims to explore how TM sustains its leadership status amid increasing market liberalization and growing competition from mobile and fiber broadband providers. Drawing on extensive literature and corporate data, the research adopts a quantitative methodology to analyze TM’s strategic positioning efforts. The findings reveal that TM leverages its extensive infrastructure, government-linked status, and brand legacy to maintain a near-monopoly, especially in last-mile connectivity. However, the rise of competitors such as Maxis and DIGI poses a strategic challenge. The study concludes that TM must innovate continuously, invest in customer experience, and modernize its infrastructure to preserve its competitive edge in the rapidly evolving telecommunications sector. Recommendations for enhancing TM’s strategic agility and service differentiation are provided to support long-term sustainability in a competitive regional market.
2025-05-22T16:21:00+00:00 Copyright (c) 2025 Laith Ali Zgair Gharan, Oday Lateef Mahmood, Baraa Shaalan Amir https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/927 The Importance of Special Public Events in Increasing the Attractiveness of Tourist Destinations in Uzbekistan 2025-06-01T02:22:01+00:00 Ibragimov Sardorbek Khusanovich sardorbek3005@gmail.com
This study explores the interplay between carbon economics and the environmental implications of abolishing individually-owned local crude oil refineries in Emohua Local Government Area of Rivers State, Nigeria. Against the backdrop of Nigeria's carbon-intensive economy and the proliferation of unregulated oil refining activities, this research identifies a critical knowledge gap in understanding localized carbon dynamics and their broader ecological and economic consequences. Utilizing a correlational research design, a stratified sample of 120 male adults from four communities was surveyed using a validated questionnaire. Data were analyzed using Pearson Product-Moment Correlation to assess relationships among the emergence of local refineries, environmental health, and carbon economic variables. The findings reveal a statistically significant, moderate positive correlation between the rise of local refineries and environmental degradation, as well as between carbon economics and both environmental health and the proposed abolition of these refineries. The results underscore the ecological cost of carbon-driven industrial practices and support the urgent need for targeted policy reforms. The study implies that while locally-owned refineries contribute to economic sustenance in oil-producing regions, they simultaneously exacerbate carbon emissions and environmental harm. Therefore, policies aimed at refinery abolition must also address the socioeconomic roots of illegal refining activities, such as unemployment and weak regulatory institutions. This research contributes to the discourse on sustainable environmental management by highlighting the role of localized carbon economies and informing carbon mitigation strategies within the context of Nigeria’s energy landscape.
2025-05-23T23:01:28+00:00 Copyright (c) 2025 Ibragimov Sardorbek Khusanovich https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/928 The Concept of Financial Sustainability and Its Role In Road Construction Organizations 2025-06-01T02:21:42+00:00 Rakhimov Dilshodjon Turdiali o‘g‘li rakhi1234@gmail.com
For road construction companies, financial sustainability has become a critical factor in determining operational success and long-term survival, particularly in infrastructure-dependent and economically unstable countries like the Middle East and North Africa (MENA). This study investigates the idea of financial sustainability by looking at how it affects project continuity, investment capacity, and organizational resilience in the road construction industry. The research emphasizes systemic financial barriers that impede the development of sustainable infrastructure, and it is based on the diagnostic findings of the World Bank's Financial Access and Stability report. These include inadequate institutional frameworks, a dearth of diverse financial markets, and restricted access to financing. This study uses a qualitative thematic analysis of regional financial reports to identify important legislative and structural elements that impact construction companies' capacity to get finance. The research makes specific recommendations for improving financial sustainability, including bolstering capital market expansion, improving credit infrastructure, and promoting the integration of environmental, social, and governance (ESG) norms into financial planning frameworks. In order to guarantee sustainable road infrastructure finance in the MENA area, the paper's conclusion emphasizes the need of comprehensive reforms that integrate organizational practices, financial system development, and government policy.
2025-05-25T07:46:00+00:00 Copyright (c) 2025 Rakhimov Dilshodjon Turdiali o‘g‘li https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/929 The Importance of Digital Technologies in Improving The Efficiency of Public Funds Management in The Treasury System 2025-06-01T02:21:25+00:00 Muhammad Bahodir Habibullo o‘g‘li bahodir.muhammadiev79@gmail.com
The efficient management of public funds is a core pillar of modern public administration. As digital technologies advance, their integration into treasury systems has become essential for enhancing financial transparency, accountability, and operational efficiency. Countries like South Korea, Singapore, the USA, and France have pioneered digital treasury systems utilizing AI, blockchain, big data analytics, and integrated platforms. These systems have proven to reduce costs, prevent fraud, and streamline financial operations. Despite global advancements, Uzbekistan’s treasury system faces challenges such as underdeveloped infrastructure, limited expert capacity, and insufficient legal regulation for implementing digital tools. This underscores the need to explore international practices and evaluate local applicability. This study aims to analyze global experiences in digitalizing treasury systems and assess their adaptability in Uzbekistan’s context to improve the management of public financial resources. The research highlights significant improvements in transparency, cost-efficiency, and decision-making in countries with mature digital treasury infrastructures. A SWOT analysis reveals Uzbekistan’s strengths (political will, legal reforms), weaknesses (infrastructure, expertise), opportunities (global collaboration, lower tech costs), and threats (cybersecurity, brain drain). Based on this, a roadmap for digital transformation in Uzbekistan’s treasury was proposed. The study offers a structured comparison of international digital treasury systems and provides tailored recommendations for Uzbekistan, integrating global practices with local institutional realities. These findings support policy reforms and investment strategies aimed at digitizing public finance in Uzbekistan and contribute to scholarly discussions on digital governance and financial management systems.
2025-05-25T08:11:50+00:00 Copyright (c) 2025 Muhammad Bahodir Habibullo o‘g‘li https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/930 Service Quality and Customer Patronage of United Bank for Africa (Uba) Plc, Aka Road, Uyo, Akwa Ibom State, Nigeria 2025-06-01T02:21:07+00:00 Udoka I. Despite the growing significance of the service sector, its development is constrained by outdated institutional frameworks and the lack of coordinated efforts between key stakeholders. Current literature provides fragmented analyses of institutional factors, often neglecting the dual role they play in enabling and hindering enterprise competitiveness. This study aims to identify and evaluate institutional conditions legal, financial, technological, and infrastructural that influence the competitiveness of service enterprises, with particular attention to public-private partnerships. The findings reveal that a combination of enabling legal regulations, financial accessibility, skilled labor availability, digital infrastructure, and intersectoral collaboration significantly contribute to enterprise competitiveness. Conversely, institutional barriers such as bureaucracy, corruption, and institutional inertia obstruct progress. A comprehensive classification of institutional factors was developed to distinguish between encouraging and obstructive elements. This paper uniquely integrates institutional theory with service enterprise development, proposing a systematic framework for institutional factor analysis. Policymakers and stakeholders should harmonize institutional reforms with the practical needs of service enterprises by streamlining legislation, supporting vocational education, fostering innovation, and promoting PPPs. The study aims to identify the main challenges hindering the effective operation of these zones and propose practical solutions to enhance their performance. The research is based on an analysis of statistical data, expert interviews, and a review of international best practices in industrial zone management. The results reveal key issues such as insufficient infrastructure, bureaucratic barriers, and low investment attractiveness. To address these problems, the article suggests measures including the development of modern infrastructure, simplification of administrative procedures, and the introduction of digital technologies for better management. Additionally, the study emphasizes the importance of creating a unified coordination center to streamline operations and attract foreign investments. The proposed solutions are expected to increase the economic contribution of small industrial zones, create new job opportunities, and boost regional development. The findings of this research can serve as a basis for policymakers and stakeholders to implement effective strategies for the sustainable growth of industrial zones in Khorezm and other regions of Uzbekistan.
2025-05-25T19:25:42+00:00 Copyright (c) 2025 Zafar Kadirovich Akhmedov https://cajitmf.centralasianstudies.org/index.php/CAJITMF/article/view/933 The Role of Promotion Strategy In Building The Mental Image of The Organization (An Analytical Study of The Opinions of A Sample of Dairy Product Consumers In The Holy City of Karbala) 2025-06-01T02:20:13+00:00 Muntadher Kadhim Shamran Muntathar.k@uokerbala.edu.iq Abeer M. Promotion is not merely about advertising it shapes how consumers mentally image a brand or organization. Dairy product organizations, particularly in regions like Karbala, Iraq, must use tailored promotion strategies to compete effectively and build a positive organizational image. However, the interaction between promotional tools (e.g., price discounts, free samples, in-store displays) and the consumer's mental image has been understudied in localized contexts. Few empirical studies explore the direct statistical relationship between promotion strategies and the mental image of an organization, especially among food product consumers in developing markets. This study aims to examine the correlation and causal impact between promotional strategies and the mental image of dairy-producing organizations, using a sample of 21 consumers in Karbala. The dimensions of both constructs were operationalized and analyzed through SPSS-based statistical tests. The findings confirm a statistically significant and strong positive correlation (r = 0.897, p < 0.05) between promotion strategy and the mental image of the organization. The regression analysis revealed that promotion strategy explains 80.5% of the variance in the organizational image, highlighting the dominance of in-store display and free sample strategies. The research uniquely integrates promotional mix dimensions with multi-faceted mental image constructs (cognitive, emotional, behavioral, social), offering a model for local market assessment. The study provides actionable recommendations for enhancing promotional strategy, emphasizing informed and ethical communication practices that strengthen organizational perception among consumers.
2025-05-25T22:09:38+00:00 Copyright (c) 2025 Muntadher Kadhim Shamran, Abeer M. With its rich cultural heritage and state-backed initiatives like the "Uzbekistan – 2030" Strategy, Uzbekistan has experienced a revival in tourist inflows, reaching 5.2 million visitors in 2023. However, disparities in infrastructure and service quality persist across regions. Despite state efforts, there remains insufficient empirical analysis on the combined impact of infrastructural, economic, and technological factors on the tourism services sector in Uzbekistan. This study aims to quantify and assess the effects of key variables tourist numbers, transportation quality, service costs, and digitalization on the volume of tourism services. Econometric modeling using 2019–2023 data reveals that tourist volume (r = +0.85), transport infrastructure (r = +0.79), and digitalization (r = +0.70) positively influence the sector, while service costs (r = –0.63) have a detrimental effect. The model explains 81% of service volume variation (R² = 0.81). The research uniquely integrates regional analysis and highlights post-COVID trends, identifying territorial disparities and proposing actionable recommendations including service certification, IT integration, and regional brand development. Implications: The findings offer critical guidance for policymakers in crafting equitable and sustainable tourism development strategies aligned with national objectives, enhancing Uzbekistan's competitiveness in the global tourism arena.
2025-05-29T11:46:46+00:00 Copyright (c) 2025 Javohirbek Begimkulov
